West St. Paul Parks & Recreation Youth Programs include a variety of activities such as youth sports, soccer, tennis, golf, gymnastics, and sports skills camps. The program also offers Jump Start Sports and Games, Fascinating Fridays, Summer Playgrounds, Spring Break Camp, and field trips. Additional offerings include special interest classes, Tour de Rec, Movies in the Park, and Halloween at Harmon Park, as well as adult recreation options like bean bag leagues, pickleball, and tennis lessons and match play.

The City of West St. Paul states that it recognizes the benefits that participating in recreational opportunities can have on health, wellness, and the overall positive impacts that it can have on a community. Access to Rec provides qualifying West St. Paul residents scholarships to help participate in select fee-based programs and events, and depending on household size and annual income, $75–$200 may be awarded for a household to use. The City of West St. Paul Parks and Recreation reserves the right to cancel a program, class, or event if inclement weather exists, and provides a weather line at (651) 259-2671. Summer weather policy includes cancellation if the National Weather Service issues a heat warning, severe weather, or weather that is not ideal for programming such as excessive rain. Winter weather policy includes cancellation if the air temperature reaches -10 degrees or colder, or the wind chill index reaches -20 degrees or colder and/or a wind chill warning has been issued by the National Weather Service. Refunds are not issued for weather-related cancellations, and staff and organizers will make their best efforts to reschedule events and programs. Cancellations due to lack of enrollment receive a full refund. Participant cancellations within 1 week of a program receive no refund, while participant cancellations with at least 1 week notice receive a full refund less a $5 processing fee.
